C. 343.01 and 343.99 on June 18, 1975, hauling "garbage and refuse from Wyandot County, Ohio to outside of the County of Wyandot and not to the landfill operated by said Board of County Commissioners in said Wyandot County, Ohio," and not in compliance with "rules and regulations having been adopted by said Board on July 15, 1968 and amended...
