This court's review on appeal of orders of the Public Utilities Commission is limited to a consideration of whether those orders are unreasonable and unlawful, and, on questions of fact, this court will not substitute its judgment for that of the commission unless it appears from the record that the finding and order were manifestly against the weight of the evidence.
