Calvin Cragun, husband of appellant Barbara Cragun and father of appellants Kaya and Kerry Cragun, died while employed as a teacher by the Clark County School District. Appellants brought this action for declaratory relief, to establish that decedent qualified for survivor benefits under the Public Employees' Retirement Act.
