This is an action brought under 42 U.S.C. § 1983 in which the plaintiff seeks declaratory and injunctive relief for deprivation of rights allegedly secured to her under the Fifth and Fourteenth Amendments. Jurisdiction is claimed under 28 U.S.C. § 1343(3) and (4).
