This appeal is a sequel to that reported in Monongahela Pow. Co. v. Loc. No. 2332 Int. Bro. of El. Wkrs. (4th Cir. 1973), 484 F.2d 1209. As pointed out in the earlier opinion, the suit was begun to enjoin an alleged work stoppage on the part of the company's employees at its Weirton, West Virginia, power plant pending arbitration of the right of the employees to refuse to cross picket lines set...
