In April 1973, John J. Welch was charged in a two-count indictment with the unlawful possession and sale of a hallucinogenic drug, to wit, phencyclidine, in violation of the Uniform Narcotic Drug Act, G.L. 1956 (1968 Reenactment) §§ 21-28-3, 21-28-31, and 21-28-32.
