He seeks a writ of mandamus under 28 U.S.C. § 1361 ordering the Board to grant him parole or a declaratory judgment under 28 U.S.C. § 2201, declaring that the Board's denial of parole was invalid as arbitrary and capricious, and supplementary relief under 28 U.S.C. § 2202.
