The basic question in both of these cases is whether chapter 460 of the Laws of 1975 violates section 6 of article III of the New York State Constitution. In the CSEA case, Special Term declared chapter 460 to be unconstitutional insofar as it (a) increased allowances for certain legislative officers in excess of the allowances provided by chapter 992 of the Laws of 1974, and (b) provided allowances...
