OPINION

PAOLINO, Justice.

We consolidated for oral argument four petitions for writs of habeas corpus because they presented related and recurring questions regarding admission to bail pending trial for serious crimes. Two petitions are treated together in this decision because they arise out of the same occurrence and present common questions of law. The two additional cases, Massey v. Mullen, R.I., 366 A.2d 1144
