OPINION

BURKE, Justice.

A.R.C. Industries, Inc., (A.R.C.) appeals from the judgment of the superior court denying its claim for additional compensation for extra work required in the performance of a construction contract. The State of Alaska has filed a cross-appeal, contending that the superior court lacked proper jurisdiction to hear the matter and that the court's award of costs to A.R.C. was improper.
