In February 1975, respondent Thomas, Executive Director of the Alaska State Commission for Human Rights, filed with the Commission a complaint against the Hotel, Motel, Restaurant, Construction Camp Employees and Bartenders Union Local 879 (hereinafter referred to as "the Union").
