This mandamus petition is brought by and on behalf of applicants for and recipients of general assistance in the five counties whose welfare departments are headed by the named respondents, seeking review of the hereinafter described eligibility practices of such departments which petitioners claim are violative of Welfare and Institutions Code section 11005.5.
