This matter comes before this court on the appeal of Republic Steel Corporation contesting the validity of an order of the Ohio Environmental Board of Review which temporarily prohibits1 the operation of Republic's new coke oven Battery No. 1 at its Cleveland district plant pending the determination of an appeal before the Board challenging the lawfulness of the operation of Battery No. 1.
