The National Labor Relations Board (Board) seeks enforcement of its order that Handy Hardware Wholesale, Inc. (Handy Hardware) bargain collectively with the Teamsters, General Drivers, Warehousemen and Helpers Local Union No. 968 (the Union). After an election, the Board certified the Union as the official representative of a unit of employees at Handy Hardware. Handy refused to bargain by alleging three improprieties attributable to the Union...
