This appeal involves the adoption and custody of a child. The mother, father and grandfather of the child are Navajos. Chaparral (Chaparral Home & Adoption Services) is the adoption agency. Petitioners, the adoptive parents, are non-Indians. "Association" refers to the Association on American Indian Affairs, Inc. and the Navajo Nation of Indians.
