This is an action in mandamus, brought by the Delaware County Park Police, to compel the County of Delaware to negotiate with them under the Act of June 24, 1968, P.L. 237 (No. 111), sec. 1, 43 P.S. §217.1 (hereinafter referred to as "Act 111").
