Per Curiam.

The sole issue presented is whether the ordinance in question is in conflict with R. C. 4511.06 and 4513.31,1 and, therefore, contrary to Section 3 of Article XVIII of the Constitution of Ohio.

Often referred to as the "home rule amendment," Section 3 of Article XVIII provides:

"Municipalities shall have authority to exercise all powers of local self-government and to adopt and enforce within their limits...
