These two actions are criminal prosecutions involving the cumulative conduct of the same person which was consummated at the same time and place. The defendant Mr. Lee had been convicted earlier of a crime punishable by imprisonment for a term exceeding one year. On January 17, 1974, while attempting to board within this district an aircraft being operated by an air carrier for air transportation purposes...
