A. C. Lang and his brother, Curtis Lang, who are black, appeal from a judgment of the United States District Court for the Eastern District of Arkansas dismissing their civil rights complaint against Marshall Cone and Tom Magness who in 1972 were white members of the Pine Bluff, Arkansas Police Department. The parties will be referred to as they appeared in the district court.
