This action was brought in the name of the State by the Director of Labor, on behalf of a number of the appellee's female employees, to recover overtime wages that assertedly should have been paid under Act 191 of 1915, as amended. Ark.Stat.Ann. § 81-601 et seq. (Repl.1960). The appellee contends that the Arkansas statute is no longer valid, having been pre-empted, under the Supremacy Clause, by this provision in the Civil Rights...
