Plaintiff was arrested in Portland, Oregon, on August 13, 1972, while consummating a sale of drugs to an informant.1 Two witnesses to the arrest thought they saw plaintiff swallow something.2 Narcotics agents suspected that plaintiff had attempted to dispose of incriminating drugs.
