The plaintiffs, commissioned police officers of the City of St. Louis, Missouri (No. 75-77C(3)), and St. Louis County (No. 75-78C(3)), seek a declaratory judgment and injunctive relief declaring unconstitutional and preventing enforcement of the provisions of the Public Sector...
