This is a declaratory judgment proceeding involving a dispute between the parties as to whether the plaintiff is entitled to a sewage disposal permit. The trial court upheld the county's revocation of the sewage disposal permit, but the Court of Appeals reversed, 23 Or.App. 90, 541 P.2d 502 (1975), on reconsideration 23 Or.App. 697, 544 P.2d 598 (1975).
