This is a civil proceeding involving a lease agreement between the plaintiff, Arcon Development Corporation, and the defendant, United States of America,1 with jurisdiction founded in part upon the Tucker Act, 28 U.S.C.A., § 1346(a)(2) which provides in pertinent part:

"(a) The district courts shall have original jurisdiction,...
