On July 11, 1975, the plaintiff Toward a Gayer Bicentennial Committee (the Committee) submitted a proposal to the defendant Rhode Island Bicentennial Commission (the Commission) describing plans for a "Congress of People With Gay Concerns," a "Gay Pride Parade," and a midnight Prayer Vigil, all to be held on June 26, 1976, during National Gay Pride Week.
