John P. Romanot, a coal miner, died in October, 1970. After his death his surviving widow filed a claim for black lung survivor's benefits under the Federal Coal Mine Health and Safety Act (hereafter "Act"), as amended by the Black Lung Benefits Act of 1972. 30 U.S.C. § 901 et seq.
