The plaintiffs in this case, the American Public Gas Association and the Consumer Federation of America, are two organizations representing purchasers of natural gas. They seek an injunction preventing further publication and distribution by the Federal Energy Administration ("FEA") of copies of a booklet it has recently written entitled The Natural Gas Story.
