After exhausting his administrative remedies, Joaquin T. Quijencio petitions for review of a final order of deportation and decision of the Board of Immigration Appeals. The substance of his argument is that he is immune from deportation because he (1) long ago qualified for presumptive permanent resident status under the former 8 C.F.R. § 4.2(j),1
