George Vollin, Jr. and more than two hundred other qualified voters in Arlington filed their petition in the court below, pursuant to Code § 15.1-694, requesting the court to open a poll and "take the sense of the qualified voters of the county on the question of whether they desire the form of government, or organization of government, of Arlington County changed to provide that the governing body members be elected from magisterial districts...
