Lewis, Jr., brought this action in the United States District Court for the Southern District of New York pursuant to the Federal Employers' Liability Act, 45 U.S.C. § 51 et seq. and the Federal Safety Appliance Act, 45 U.S.C. § 1 et seq. alleging he suffered a disabling injury while employed by the Penn Central Railroad.
