OPINION

SOLOMON, District Judge:

Associated General Contractors of California, Inc. (AGC) appeals a National Labor Relations Board (NLRB) decision1 which held that the union did not engage in unfair labor practices in violation of Section 8(b)(4)(B)2 and Section 8(e)3 of the National Labor Relations Act (NLRA). We reverse.
