This action is brought under 42 U.S.C. § 1983 by Inez B. Goode in her capacity as administrator of the estate of John C. Evans, deceased, seeking damages allegedly resulting from certain acts and omissions of defendant Harry B. Hartman, Sheriff of the City of Petersburg, Virginia. Jurisdiction is alleged pursuant to 28 U.S.C. § 1343.
