Plaintiffs are fifteen patrol boat captains and engineers employed by the United States Army to patrol the water areas in the vicinity of the Aberdeen Proving Ground, Maryland. They have brought this action, claiming that they are entitled to pay for 8½ hours per day (rather than 8 hours) since they are required to be alert and on duty even on their lunch half-hour.
