At issue is the effect of certain provisions in the Louisiana Constitution of 1974 on legislative actions and acts during the now-pending 1974 regular annual session of the legislature. Made defendant are the lieutenant governor, the speaker of the House of Representatives, the secretary of the Senate, and the clerk of the House.
