This is an appeal from the dismissal of a complaint seeking declaratory relief. We affirm.

Plaintiff filed his complaint in the district court under C.R.C.P. 57 after the Board of Water Commissioners of the City and County of Denver affirmed a referee's recommendation sustaining the disciplinary demotion of plaintiff, an employee of the Board.
