This is an action by Charles Jones against the City of Troy, Michigan, and the seven City Commissioners of that municipality. The jurisdiction of this court has been invoked under 28 U.S.C. §§ 1331 and 1343(3). Relief is sought under 42 U.S.C. § 1983 for the defendants' alleged deprivation of the plaintiff's rights under the Fourteenth Amendment of the United States Constitution. The factual background...
