The foregoing causes, an appeal and a petition for a writ of certiorari, were consolidated for argument and disposition.

The principal cause, a wrongful death and personal injury action, was initiated by the plaintiff (respondent) Robert D. Campbell, as executor of his deceased wife's estate and as guardian of his minor son Eric, claiming that agents of the City of Bellevue negligently executed their duties under pertinent electrical codes.
