OPINION

JONES, Chief Justice.

On July 19, 1974, Governor Shapp signed into law House Bill 1973, the Pennsylvania No-fault Motor Vehicle Insurance Act, Act of July 19, 1974, P.L. ____, No. 176, 40 P.S. § 1009.101 et seq. (hereinafter No-fault Act). By the enactment Pennsylvania joined the growing number of jurisdictions which have accepted some form of no-fault automobile insurance.
