The petitioner-appellant, William Harper, pleaded guilty on September 17, 1970, to three counts of kidnapping and one count of armed robbery. All four offenses occurred on November 16, 1963. Pursuant to a plea agreement, the Circuit Court of Christian County imposed concurrent sentences of 1 to 5 years for each of the kidnapping counts and 7 to 8 years for the armed...
