In this action, instituted under General Statutes § 12-119, the plaintiff alleged that the amounts of the assessments on buildings and machinery it owned in the city of New Haven on October 1, 1967, were manifestly excessive and could not have been arrived at except by disregarding the provisions of the statutes for determining the valuation of such property.
