This case challenges the regularity of proceedings conducted under RCW 13.04.120 relating to the declination of jurisdiction by the juvenile court. Appellant challenges the constitutionality of RCW 13.04.120 on the basis that no standards are enunciated in the statute to serve as guidelines to the court.
