This is an action to enjoin, annul, and set aside the order of the interstate Commerce Commission (hereinafter Commission) in Lake Carriers' Association v. The New York Central Railroad Company, 343 I.C.C. 491 (1973), modified by an order of the Commission dated September 3, 1974, docket No. 34822. The plaintiffs are the Lake Carriers' Association and five steamship companies (hereinafter Lake Carriers).
