The plaintiffs, taxpayers of the towns of Middlebury and Southbury, brought this action in the Superior Court seeking a declaratory judgment to determine whether a referendum held in those towns resulted in an authorization for the appropriation of funds for the purchase of land, for the construction of a new regional high school, and for alterations to the present high school, and in an authorization to issue bonds and notes to defray that appropriation...
