In prior proceedings of this case, this Court granted plaintiffs' motion for summary judgment, declaring: (1) that the State Convention delegate allocation formula set forth in Rule 2 of the Republican State Committee and (2) the Republican State Committee's traditional practice of allocating Delaware's delegates and alternate delegates to the Republican National Convention equally among the existing four Republican Convention...
