PER CURIAM:

Appellant George Efthemes appeals a district court judgment upholding a decision by the Civil Service Commission which sustained his removal for inefficiency as a civilian employee of the Navy. Finding the Commission's decision based on substantial evidence and free of prejudicial procedural errors, we affirm.
