WALDEN, Judge.

This appeal concerns the legality of a land use fee imposed by a Broward County Ordinance.1 Broward County has non-charter government. See, Fla. Const. Art. VIII § 1 (f). The trial court held the ordinance was invalid. We affirm that conclusion.
