Plaintiff owned a 34-acre tract of land zoned single-family residential under Jefferson Parish's zoning ordinance. After public notice and hearings in compliance with the ordinance, plaintiff obtained enactment by the Jefferson Parish Council on July 11, 1974 of an ordinance changing the first 500' depth to commercial and the remaining 1900' to light industrial.
