This is an appeal by four of eleven property owners in the city of Gladstone whose complaint for a permanent injunction prohibiting the levy of a special assessment for the laying of water mains was denied by the trial court. Plaintiffs' properties are situated along Lowrie Avenue which runs parallel to and some distance back of a high bluff overlooking Lake Michigan.
