The order of the court below is reversed.

This court held two votes on this case. Initially, a vote was held on whether to hear this appeal on its merits, or to quash it as interlocutory. A majority of the Court, consisting of HOFFMAN, PRICE, VAN DER VOORT, and SPAETH, JJ., voted to hear this appeal.
