Appellants, residents of the Eagle River-Chugiak Borough, were unsuccessful plaintiffs in a class action brought in the superior court seeking declaratory and injunctive relief against the Anchorage Charter Commission. The superior court expeditiously processed the case and granted summary judgment in favor of appellees "dismissing the complaint, denying injunctive relief, and declaring the Anchorage Charter Commission...
